I show 7 seeds and 21 peers. Try redownloading the torrent from the Release Index. It might have an extra tracker or two to feed from. Be sure to wait a few minutes after loading the new file just to make sure it has a chance to get a response from the trackers. It may sometimes take from ten minutes to half an hour, but usually takes less than a minute and a half.
If that doesn't work, you might try using a different client, such as uTorrent. Many of our Windows-using members use uTorrent to download our Releases, and that means they seed using uTorrent as well. Vuze, on the other hand, isn't usually very useful because it uses a completely different form of DHT, making it hard to even find Vuze users from other clients. Also, BitComet is full of bloat and bad practices, some of which even break the entire program, so if you're using BC, switch to something else as soon as possible.
If none of that helps, there is probably an issue with either your configuration or your connection. Some ISPs throttle or even block BitTorrent traffic, which can cause all sorts of issues. This is the least common case, however, and the practice may soon become illegal. So check your settings to make sure everything looks good.
If you still have issues, let us know, but also ask about it on the support forums for your torrent client. They may be able to help far more easily than anyone here if the issue is on your end somehow. We'll do what we can to keep things going on ours.

Thanks a lot for your answer. I am already using uTorrent. I will try to download again the torrent from the index. I will see how it will work.
Edit: it keeps saying: "No connection could be made because the target machine actively refused it."
I have downloaded the other parts without any problem. (28.1, 28.2, 28.3)

Does your list of trackers for 28.3 match the list for 28.4? That message means you're trying to use a tracker that is either invalid (wrong address altogether), blocked (the port isn't open; it may have been changed), or offline (though a machine usually has to be online to reject a connection, I have seen "actively refused" on at least one offline machine).

Yes, same tracklist. 28.3 is keep uploading while 28.4 is dead, 0 seeds, 0 peers and that "no connection..." message on the openbittorrent and piratebay trackers. I had the same message on 28.3 as well just on openbittorrent but piratebay worked and works there, that's why 28.3 keeps uploading.
Is pretty weird. I have all the packs since 1 to 28.3 and is first time when i have this problem.
LAST EDIT: My bad, didn't had DHT enabled. It seems that 28.4 needs that to be able to download. At least for me. The other worked without any problems with DHT disabled.

Hrm, that last bit sounded suspicious, so I did a bit of research. Turns out that Hollywood strikes again, taking down TPB and OpenBitTorrent (though TPB has recovered by switching ISPs; OBT is still searching for a new host), and prohibiting the guys who created TPB from operating it or anything similar ever again - or at least for the near future. It's time to invest in more redundancy, it would seem. Our admin team will be working to find a solution for this issue in the next week or so. In the meantime, continue to use DHT - it may be the one technology that saves BitTorrent if these things continue.
